In insulation testing, two families of tests dominate: withstand voltage tests and partial discharge (PD) tests. They are often performed on the same equipment, sometimes in the same programme – but they prove different things. A withstand test says the insulation survives a defined stress; a PD test says the insulation has no significant discharge activity. Understanding the difference shapes how a commissioning or maintenance programme is built.
What a withstand voltage test proves
Withstand testing (power frequency, DC or impulse) applies a defined voltage – typically above the rated level – for a specified duration. The test passes if no breakdown occurs.
- It is a go/no-go test – the insulation either survives the applied stress or it does not.
- It proves a margin – the equipment can withstand at least the applied level without flashover or breakdown.
- It does not measure insulation quality – a weak but not yet failing insulation passes a withstand test.
What a PD test proves
PD testing measures the discharge activity of localised insulation defects at or near operating stress:
- It is a quantitative measurement – PD amplitude, rate and phase patterns are recorded.
- It finds developing defects – voids, delamination and interface problems that have not yet caused breakdown.
- It supports trending – a baseline PD level today can be compared with next year’s measurement.

Why both belong in a programme
- Commissioning – withstand tests prove the equipment meets its specification; PD tests (including oscillating wave acceptance for cables) establish the insulation-quality baseline.
- Maintenance – periodic PD testing monitors degradation between major inspections; withstand testing is typically reserved for defined intervals or after repairs, because applying overvoltage carries its own stress.
- After repairs – a withstand test proves the repair survived; a PD test verifies the repaired region has no significant discharge.
A note on test strategy
Because withstand testing applies stress above normal operation, programmes use it deliberately rather than routinely. PD testing is the tool that supports frequent, low-stress condition assessment – the measurement behind predictive maintenance.
